The shift from singular "she" to plural "they" within the same sentence is itself a clue that Paul is moving from Eve as an individual to women as a group, and it signals that something more than a simple biological statement is being made.
The context is Paul's letter to Timothy, a young pastor Paul left in Ephesus to address false teaching and to bring order to the church's public worship and leadership structure.
