Surrounding context
Moses said, “Why now do you disobey the commandment of Yahweh, since it shall not prosper?
Don’t go up, for Yahweh isn’t among you; that way you won’t be struck down before your enemies.
For there the Amalekite and the Canaanite are before you, and you will fall by the sword, because you turned back from following Yahweh, therefore Yahweh will not be with you.”
But they presumed to go up to the top of the mountain. Nevertheless, the ark of Yahweh’s covenant and Moses didn’t depart out of the camp.
Then the Amalekites came down, and the Canaanites who lived in that mountain, and struck them and beat them down, even to Hormah.
Explanation
Numbers 14:44 describes a moment of stubborn disobedience among the Israelites. In plain language, the verse tells us that a group of people decided to go up and attack the hill country despite being explicitly warned not to, and that neither the Ark of the Covenant nor Moses went with them. Their military venture was, in effect, launched without God's presence or blessing.
To understand the context, we need to back up in the chapter. The Israelites had just received the report of the twelve spies sent into Canaan. Ten of the spies gave a fearful, discouraging report, claiming the land could not be conquered, while Joshua and Caleb urged the people to trust God's promise. The people believed the majority report, wept, rebelled against Moses and Aaron, and even talked of choosing a new leader to take them back to Egypt. As judgment for this unbelief, God declared that this generation would wander in the wilderness for forty years and would not enter the Promised Land — only their children, along with Joshua and Caleb, would inherit it. When Moses relayed this verdict, the people suddenly reversed course and declared they would go up and fight after all, confessing (too late) that they had sinned. Moses warned them plainly not to go, because Yahweh was not with them and they would fall before their enemies. Verse 44 records their defiant response: they presumed to go up anyway, and, tellingly, Moses and the Ark — the visible symbol of God's presence and covenant — stayed behind in the camp. The very next verse notes that the Amalekites and Canaanites came down and struck
