Explanation

Numbers 28:22 comes in the middle of a list of prescribed offerings for the Feast of Unleavened Bread, one of Israel's major annual festivals commemorating the exodus from Egypt. In plain terms, the verse simply instructs that alongside the burnt offerings of bulls, rams, and lambs presented each day of the feast, the priests were also to offer one male goat specifically as a sin offering. Its stated purpose is direct and clear: "to make atonement for you" — that is, to cover, cleanse, or reconcile the people before God.
